Recently my wife met with an accident with another car. While she was adjusting the car to the right distance with a fuel pump. the car was moving very slowly in the speed (Prox 5kmh), distance moved forward less than 1 meter. Impacted zone of my wife's car was the front bumper, and the other car's tow bar. Insurance accessors from the other car has advise us there is a scratch in my front bumper so they assume that the towbar is damaged in the other car and need to be replaced. now the insurance company of the other car has sent us a replacement cost of $1000. My doubt is, can a Steel towbar get any damages in a such accident, while making a minor scratch on the front bumper of my wife's car. if someone need more details, I can even email all the photos and more data on this incident. appreciate your support in this regard.

First, you didn't even post the year, make, model and engine size as required. Body work is expensive. Even a little dent is about 5 or 600 bucks to get fixed. $1,000 is really nothing for body work or replacing parts. Just because 1 car has minor damage that doesn't mean there is any damage to another vehicle. What are you thinking this repairs cost?
