Repaint prep due to clear coat damage - finite cracking?

I'm preparing a 1998 Dodge Dakota for painting (base coat / clear coat). In doing so, I notice many areas as I sand with da that appear to be very finite cracks in the base color and underlying primer (see photos). Can I just sand smooth or do I need to sand to metal to remove all signs of these cracks(?)? The clear coat has been damaged for a long time so lot's of sun exposure.
