What should I use on paint?

I have a red 2013 Hyundai Accent. I don't know what in the world happened but the paint on the hood looks like it was spattered with something that made some sort of residue that will not wash off. I tried using my fingernail to try to scrape it off and it won't come off! I got the car waxed about 2 weeks ago and it happened since then. I've been searching for the best thing to try and I just don't know. I saw Meguiar's Ultimate Compound and it seems it removes some different stuff on paint. Should I try it? I know it is hard to help because you can't see it yourself. I can't tell if the spatter marks are above the paint or into the paint. It's the darnedest thing! any ideas or any clue? Thanks!janetPS-I don't know if it would show up if I took a picture of it or not but I could try....

Janet: I suggest NO abrasive compounds, waxes ever really but not the issue so far.
Is this the whole top areas as if something really did come down and harm it? Driving under an overpass or parked somewhere some other work was being done something got loose and paints on things would show it.
Tree pitch you usually can get off if noticed right away I just have a hunch this is something from a paint or construction type thing that went all wrong as it isn't moving or changing like you said with a fingernail.
It happens, anywhere, bridges get worked on with traffic underneath or no joke outside of Boston there are many super tall antennas for radio, TV, now cell service and more being painted with high pressure hoses near a huge area of office parks blew out so much crap they did real harm to 1,000s of cars parked.
It really smacks of something like that to me ask an auto body shop if YOU are not alone + let them see yours,

If this is the original paint then you can use lacquer thinner. Don't press hard and don't leave it on for long period. Just lightly wash with a rag soaked in thinner. Don't get any on plastic headlamps or any interior leather.
