1999 Camry engine overheating

I have a 2.2L with 180k miles. While my car is driving in the city the temperature on the gauge slowly rises. When the heat is turned on in the car the engine temperature drops down to regular operating temperature. This problem does not happen while driving on the highway at faster speeds. and the temperature does not rise while my car is idling. Both fans turn on.

Check coolant level AND that it hold pressure via a pressure check with engine off and cold. Don't wait overheating is a disaster so let's find out. Fans work you say but are you so sure when it's doing that? Maybe not and I'm still thinking of reasons why so at least check coolant at the radiator not just an overflow tank, T
