98 Ford Windstar - whining noise while turning

The subject line doesn't tell the entire story by any stretch. I have a 1998 Ford Windstar van 6 cyl, 3.8L engine. I have replaced the power steering pump over a year ago (flush system and new fluid). At first, there was no longer that irritating whining noise but it did return after 2-3 weeks. Have lived with it since then but recently there is some evidence that the rack & pinion is developing a "slow leak". There is no leakage on the ground but you can see it when inspecting from under carriage. I know that these Ford's are typically a little whiny anyway, but I doubt that it should be like this. When the van first turns over (after being off for a bit), during the engine run up/warm up, the same whining noise that occurs during turning the wheel is there (but not nearly as loud). Do I need another power steering pump ? + the rack ?? The power steering fluid is jet black (disgusting) and I'm told a flush will clean it but only temporarily. There is some evidence of fine metal shavings in the fluid as well. Does anybody know if putting another rack in and doing a flush is what the doctor ordered ? Appreciate any and all feedback / suggestions. regards, Steve

PS preblem: If replacing the pump worked for a while that was probably the problem. It may be junk again -- possibly being starved for return fluid. The rack and pinion were/are somewhat common problems and leaks can leak from inner tie rod end and not seen right away because it could be caught up in the boot. So it ran low again a self destructed. With the fluid all burned up you probably will need both to fix it up again, T
