Factory installed radio doesn't always work

I have a 2012 Chevy Malibu lt 2.4l engine with 35,000 miles on it. Problem is the radio doesn't work until the volume is turned about a third of the way up. Now the weird thing is when I get the speed up to 45mph it works just fine, slow down to under 45mph then doesn't work. Dealer doesn't have a clue as to what the problem is and of course the factory warranty ran out last year.
Anybody have any ideas for this problem?

Don't say the dealer doesn't have a clue if you're not willing to pay for their diagnostic time. They can figure anything out for a price.
Many radios have a feature that increases the volume with the vehicle speed to compensate for road noise. That setting may be turned on. It's not unusual for the volume to remain low of off until it is turned up a ways.
