1990 Lumina car has faulty wipers

Hi I have a 1990 Lumina car with a 3.1 engine. The wipers originally stopped working but could be started by switching to high first and then everything else became active again. Finally they stopped working all together. I removed the steering wheel and got to the assembly and was able to make them run by bending the wires, although they ran very slowly. I figured the switch was faulty and not giving enough juice. Assuming I had found the source I removed the switch and wired in one from another derelict car out back and was surprised to find no change. Upon persistent tinkering I did find that a great deal of juice was being drawn through the wires as I melted the rubber right off them. This leads me to believe that there is a faulty connection somewhere. It's the somewhere I am unsure of. I think there is a relay somewhere and have heard of worn out solder points causing this same problem and that resoldering them would fix it. I just don't know where this relay is or if this car even has one. My only other option is to pull the motor and since it is in a poor location, I would like to try other avenues first. Any help would be greatly appreciated. Outback Jack
