1998 Plymouth Expresso having ignition problems

My mother bought a van having no experience in cars and this issue arose not to long after she bought it. It is a very inconsistent issue that i will try to describe in as much detail as possible. From what Ive heard it is a common issue in these makes. Normally, upon ignition all of the gauge clusters will come on and go to the readings of the idle. Every now and then when we turn it on all of the needles will stay completely flat as if i never turned it on, however the oil light, and abs will stay lit up, the defrost and a/c buttons will flash. The engine does start, however after a few seconds the engine will just turn off. After trying to start the motor a few more times the engine will not even try to turn over. There is an electrical humm, that makes different pitches as the key turns, it sounds like its coming from the relay box but idk we have changed the battery so i know that isn't the culprit. The fans or the fuel pump do not come on. Occasionally while driving the gauges will completely go flat as well as the turn signals and the whole instrument panel. As soon as you park the car, it will not re start whatsoever. Please help i don't want my mom to have to walk in Texas heat anymore. Thank you in advance!

I'd want to verify the oil pressure when it does run by gauge on engine and since it seems by your description to run sometimes get full code readings. That or a professional diagnosis as there's a lot of things going on with this and not sure it's one common denominator,

We have taken it to firestone and i am very close with alot of the technicians when i asked the L1 he said that a starter button may fix the issue as far as the car starting but he is not really electrically inclined so im not sure whether to discard that or not. Thank you for your reply.

Dragon - what the heck is a "starter button?"
You may be friends with this shop but if they are lost with this then you should be referred to another shop or pick one that has the full know how and equipment to diagnose and fix this,
