My dash lights are very dim, my headlights vary in brightness depending on the amount of gas being fed, both front parking lights are off and the bulbs are fine. I have been told this could be a ground issue. Can anyone tell me where I start?

Check for ground between engine block and body. If needed you can test that with jumper cables. There should be a ground strap that may need cleaning up or is broken. You can buy just a ground strap which is exposed braided cable with eyelets at each end and add one out of the way,

Tom, there is a ground strap from the frame to the back of the block. It is covered with oil from a leaky rear main. However, when I check the block there is solid ground everywhere already. There is a wire that runs from my headlights to the marker lights and when I check those wires for power they barely light up my tester. It seems there is a power issue rather than a ground issue?

If you mean the frame as the chassis that is good but it still can be weak from frame to body. Frame is on rubber mounts all over the place and doesn't always ground well.

After that you need to chase down the power side to see what common place can cause the trouble,
