Guess: Dash has a lousy ground to body connection or perhaps just that cluster. Know what you are doing and as a test try jumpering ground from solid body metal (ground) to cluster common ground or even common dash metal. This is just ground to ground stuff NOT adding power or messing with wires. If it fixes the trouble hit back and let's figure it out from there, T

Have a electrical check on your battery and charging system to rule that out.

Just to add: New battery doesn't mean it's any good! What's with the EGR and other items? Why do you even suspect them? The blower also needs ground or won't work nor would dashboard items. I already mentioned a way to test that. Dash metal is bolted to the body which is supposed to be grounded. All this at once still leads to suspect bad grounding somewhere. EGR is kinda $$ - why not clean it out first? T

IMO - you don't need daigrams unless wires are all missing or messed with. Fix what you see. GM and other the connections are an issue, T
