94 suburban wont turn off

i have a 94 suburban 1500, gas 350 engine, with over 100,000 miles. when i turn the ignition off everything stays on as if the ignition is still on. I replaced the ignition switch on the lower part of the steering column and it still did the same thing so i then replaced the ignition that the key goes into and it worked for a couple of times then it went back to doing the same thing again. I have to unhook the battery and then turn the ignition as if i am starting the car and then it shuts off but i have to keep the battery unhooked in order to keep the ignition off

It's probably the linkage between the ignition lock and the ignition switch.
