Headlight problem 2003 Subaru Outback

I have a 2003 Subaru Outback. Both headlights do not work. New Bulbs, fuses are all good, High beams work as does the high beam relays. Driving lights and parking lights work. I think it might be the switch in the turn signal arm. The part is $82.00 Any ideas before i do this to save the money on trouble shooting or how to make sure this is in fact the problem?

you say your high beams work, which means you have power to the switch. Look at the trigger terminal for the low beam relay. When you switch to low beam you should have power to that terminal. Make sure also that you have power to the constant terminal of the relay. If you get no power to the trigger wire when requesting low beams most likely cause is that switch.

Sounds like a dimmer switch failure.
