Headlights and dome lights flicker

I have a 1998 ford mustang GT 4.6 liter engine with 119,000 miles. I have a problem with the headlights and
inside lights flickering no matter what time of day. The volt meter is
constantly going up and down. I have purchased a new battery, new alternator and a new headlight switch to no a vale. Any suggestions?"!

You have a connection issue somewhere. Thank you for your reply/answer. I have thought about the issue being in the supply chain. I have located a corroded (small) wire that runs from the voltage regulator to the fuse panel, just thinking there's the possibility of that causing all the problem.

Oh o.k. so I guess it could be a million to one things, that's usually the way it goes with troubleshooting a wiring issue. Thank you for your suggestions.
