You’re going to have to open up the steering column and look for chaffed wires. The horn and the headlight beam select are grounding switches. The horn switch when pressed completes the circuit to ground for the horn to sound. The headlight select switch when actuated grounds the headlight beam select relay. Somewhere inside the column these two circuits are touching intermittently and touching the metal inside the column. The wires that you’ll be dealing with are brown with a white stripe and solid brown for the beam select. For the horn there is a solid brown and a dark blue wire; any combination of these wires touching each other or the metal inside the column will cause this. You’ll also likely have to pull the steering wheel to gain access to some of the switches and wiring harness; if so that’ll mean you’ll need some form of puller, too get the wheel off. Dan.
