Whats Wrong with my fuel pump?

My car is a 2002 Toyota Avalon with about 250,000 miles. I replaced the fuel pump about a year ago, and the replacement lasted for about a week before it gave out too. I assumed it was defective and replaced it again. Since then, the car has been hard to start unless it is warm and has been running for about 15 minutes. I replaced the IAC valve at about the same time and have cleaned it several times. The fuel pump gave out again recently and when I tested it with a multimeter, I found neither of the wires leading to the pump are getting power when the ignition is on. When i try to start it the voltage on one wire jumps from zero to 8.5, then up to 11 or 12 for about a second when i release the key, then back down to zero. The fuel pump relay and fuses are all good. I checked the fuel pump and it isn't pumping even when it gets power so i am replacing it, but what could cause the voltage differences, and could that be causing the hard start? No codes or lights are on

Not sure quite how you are checking for power/voltage to get those readings. IDK - for now I'd look hard at wires, connections at pump and any along the way first. Remember it's not supposed to stay on with key in just run or when pressure has built up in just seconds so need to catch that, T

Because the fuel pump only powers for 2 seconds when the key is first turned on. You may have something going on with the wiring....HT already pointed out the 2 second koeo cycle..... If you are using Airtex pumps.....well,,,,that's probably your whole problem right there... You may have something else going on....but with any diag problem....fix the broken stuff 1st and see if it makes a difference....
