Looks like it may be something aftermarket. It's a 3 terminal electrical wire and plug but it doesn't look factory. Looks like what was guessed, a block heater. Some OE you did have a cord to plug into land power did use that type wire follow it to side of engine. Just remove it but make sure it doesn't make a coolant leak were put in a side "freeze" plug might see it thru wheel well and get rid of it, T
