no crank - 1995 jeep cherokee

Ona 1995 jeep cherokee. Can't get it to crank. Got 12.4v at the battery and 12.4v at the starter. No crank at all ck for loose connections seen none. Ck for corrosion none I could see. What am I. Missing? Jesus is good.

They are pretty notorious for Neutral safety switch failure. thank you sir for your help, i did get it to start in neutral a few times and then it would not. if i could get some more help from you, does this mean that i need to replace the neutral safety switch? or does this indicate some thing else? Jesus is good.
