i rebuilt my 1993 dodge dakota with a 3.9 2wd i turn the key and nothing starter does not turn no power going to starter /igot power going to three sides of relay 12 12 and 8 can jump starter but it will not engage can some one help

You don't have power to 3 sides of the relay. You're testing it with the relay in place and reading through the relay. the dealership told me the the 8 volt pin is from the neutral switch but should it be more than 8 volt or should it be zero

OK, ask them why it doesn't start then.
