!998 Toyota camry idles high in park

!998 Toyota camry idles high in park Sign In

new engine JMS 6,000m

I need some help, My camry is idling around 3,000rpm. It was driving perfectly fine , I just had a new engine put in not too long ago. then I went out one morning and as soon as I started the car, the rpm's started surging between 1,500 and 3,000rpm. when I put the car in reverse or drive, the rpms return to normal and the surging stops. but put it in Park or neutral, it surges again .I unplugged the battery for 30 minutes and afterward the idle no longer surges but shoots to 3,000rpms , still only in park and neutral. I checked the voltage on the throttle position sensor and it checked out fine, Ive cleaned the throttle body and replaced the Air Idle position Valve. but its still doing the same thing. idling at 3,000 rpm's in park and neutral.
can any one help?

What happens if you unplug the IAC?

CEL must have been on but you've cleared any codes for now. Try anyway and post #s. It probably has an unmetered leak into throttle body or vacuum leak but just a wild guess so far,

 I unplugged it and it stil jumped to 3000rpms. also thats the part I ment to say I replaced.

Check engine light on? If so, scan for trouble codes and write down the numbers.

Remove the intake duct and look inside the throttle body bore. There will be a passage before the throttle plate that is used to allow bypass air for the idle air control valve. With the engine running put your finger over that hole. Does the idle come down?

when I cover the hole the rpm's drop to 2,000 (cold start). when uncovered I goes back to 3,000 rpm's

Check for a vacuum leak and also make sure the throttle cam is against its stop with your foot off the accelerator.

ok, the cam is pressed against the stopper it doesn't pull away from it but it does look like it pushes inward against the stopper when you first start the car, im not too sure how to test for any leaks, the only whistling comes from that passage you told me to put my finger on, I can hear air being pulled in, other than that I cant hear anything, if I uplug the air line going to the MAP sensor the idle goes down but the engine runs a little off, I don't know if that means anything
