1994 Civic poor gas mileage

Hi, I have a 1994 Honda Civic DX. Engine size 1.4 litre with approximately 90,000 miles. It's approximate because the odometer only rarely works now but in the past I average about 5000 miles a year. I'm getting poor gas mileage. I fill up, take a few short trips and go thru a lot of gas, more than a quarter of a tank. I'm sorry I can't provide specific numbers. The car used to do a lot better. It's been 3 years since the last tune up, so 15,000 miles about. The air filter is ok and the dealership told me a few years ago that the fuel filter never needs to be replaced in that car. How can the gas mileage be improved or is it getting less mileage because it's so old ? Thanks
