1994 camry won't start

i have a 1994 toyota camry. it has been sitting up for about a year. it was running just fine when i parked it. the battery was shot so i replaced the battery. i tried to start it but it won't start. it turns over. it had 2 or 3 gallons of old gas in it but i just added 2 gallons of new gas and some fuel stabalizer. i know i flooded it at first and tried what the owners manual said to do. at times it would act like it was going to start but never did. also there is a little toggle switch under the dash. is this the fuel shutoff switch?
