1998 civic engine chokes

hi all. i got Honda civic hatchback ej9 1998 1.4s engine: d14a4 ,trim S. it starts fine and after few seconds the orange engine check light is turning on. idle rpm with hot engine its a bit above 1000 (usually 650-800). when accelerating from from stop engine starts to choke (rpm drops to 600-700) but recovering when applying more gas. *no leaks, dry engine and plugs, no weird sounds, air filter is clean. got a friend with OBD2 scanner but couldn't find the port in the car. any ideas where is the problem? thank you. yegs

Most that have OBDII would plug in" Front seating area, driver side, under dash, driver side of steering column, mounted behind lower dash panel " Now - this exact model isn't listed for me so it might not be OBDII at all! Does this use a carburetor by any chance? It may totally matter what country of origin is was made for. Other than that if a light I personally don't know how to check what it's telling you. Rule out any vacuum leaks and items the plug in that there are no leaks and plugs are clean/greased as needed and hooked up. If a carb pay lot of attention to choke, any diaphragms are not leaking, T

Getting all codes would be step 1 -there is an OBD connector. check the owners manual, or your dealer for location...
