94 dodge dakota starter problem? maybe?

1994 dodge dakota with 318 motor hello, i have a problem but not sure what it is. at first i thought it was the starter but now im not so sure about that. when the moter is cold and you go to turn it over, it will just tick once. and if you keep turning off and on the ignition trying to start it, it just clicks (not repeatedly, one single tick per turn of the ignition). and it will eventually turn over after a number of tries, and it always cranks up immediatly on the first turn over. but after its warm you can turn the motor on and off repeatedly with no problems?! no ticking at all... only while its cold, any ideas? thank you for any help!
