95 Aerostar wont start

1995 Ford Aerostar 3.0L 160,000 miles When the weather is cool and damp the van will not start. All summer it is fine even in wet weather. Cold dry weather is fine. When the temp. drops below aprox. 40 degrees and the weather is damp or wet it will not start. When it does it's thing it doesn't sputter a bit, just turns over. After trying to start it you can immediately smell raw gas at the tail pipe. When the weather warms up and dry's out it will start and run fine until the next time. I had it checked out at a shop a few weeks ago. When I described the problem to the mechanic he said he was sure it was the temp. sensor. After waiting a week until he could look at it, he said it checked out fine and could find nothing on the computer. Of coarse it was warmer then and running again. He said nothing wrong with it. Treat the fuel and it will be fine. Well now its turned cold again and again it wont hit a lick. Thanks for any help you can give.

I would start with the EEC relay. Have seen many of them go bad. located in engine compartment relay box located driver side near firewall.
