Have taken off upper intake, after installing new gaskets upper intake will not go down over fuel meter body.

fuel pipes going into fuel meter body are leaking, the retainer and nuts are tight.

oring, washer, oring, collar, and then pipe. Lubricate the pipe and o rings before you put it together. Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
