Have taken off upper intake, after installing new gaskets upper intake will not go down over fuel meter body.

It will. There is a rubber seal that has to fit through the plenum as it goes down.

fuel pipes going into fuel meter body are leaking, the retainer and nuts are tight.

There are supposed to be O-rings on those lines.

oring, washer, oring, collar, and then pipe. Lubricate the pipe and o rings before you put it together.
