I have a 1993 ford taurus 3.8L V6 GL sedan. I got a ford code 136 HEGO (HO2S) sensor fault, always lean. I assume one of my oxygen sensors are bad. Will a bad oxygen sensor make your car run rough and not want to start up?

I don't know why you would assume that. The 0/2 is a reporting sensor and it is reporting lean exhaust. Look for a vacuum leak.

A bad O2 sensor shouldn't cause a no or delayed start. O2 sensor isn't active until around 600 degrees F. Until then the ECM will be in open loop. Check fuel pressure while running and check that fuel pressure holds when ignition is off also while looking for vacuum leaks.

Would a bad value cover gasket be considered a vacuum leak?

No, that's an oil leak.

Some will leak BECAUSE blow-by exceeds PCV system's ability! Snug up valve covers this engine should hold a tiny vacuum can measure at oil dipstick tube if smoke tested goes down tube it's OK - just at idle. If blowing out that it's stressing out all other gaskets holding that vacuum including valve covers,

Don't get confused here. The valve cover has absolutely nothing to do with your lean code.

If and only if valve cover is caused by pressure in "crankcase" areas there's no telling what codes this would show? A 1993, pre OBD2 still used O2 sensor(s) to adjust fuel and idle speeds (some) I forgot if the 3.8 had a grommet to PCV or what. If a hose to one it's gone and so is that grommet they didn't last this long in the box new. Kidding a bit but they don't last.

That or all intact blow-by confuse the whole show isn't a good sign this is far from newer now perhaps time to check overall engine condition?

What are the major vacuum leaks to look for because I live at an apartment complex and it would be impossible to hook up a vacuum tester. I park my car in a parking lot with no access to electricity.

It sounds like you are ill-equipped to find this problem on your own. I think you are going to have to resort to bringing it to a competent shop for diagnosis.

A place to work is a HUGE deal in or out of this biz. Are you NOT allowed to so much as open your hood in daylight w flashlight for obvious things?
Hose to brake booster (lots of vacuum things) should to go rubber to base of throttle body. That area takes a hit on anything rubber even the good stuff used.
The smoke test can be done with an incense stick or cigarette (AYOR) on fire/ambers at a dipstick is quite telling on some types of engines. Just lift it up or take it out with engine idling and watch.

Vacuum gauges don't use electricity I mostly use a vacuum hand pump with a dial on top like pistol thing AND have assorted things to hook it up without just an open no vacuum to an item that uses it - it all matters.

No place to work is what to work on if you're going to do this yourself. Understood it's a problem so is breaking something without a way to quick go get some stupid bit of hose in ANOTHER car parts place totally don't want you working at them!
Figure that out but don't wait forever this could be basic and easy you can see swollen rubber line especially PCV or brake booster follow those back to engine. Those two make the worst vacuum leaks if at all,
