Idle issue, 99 eclipse

I have a 99 Mitsubishi Eclipse GS Non-Turbo and am having some idle issues. my warm idle is sporadic jumping between 1900-1600 rpms. On a cold morning start it is still around 1300. Now coming to a stop and going into neutral the rpms are around 2300. If it does start to drop down below 1500 the engine will sputter like it is about to die. I have a friend who thinks it is the "idle control valve" but I was looking for another opinion. I have not tried anything yet, there is only 66,859 miles on this car. I hope that is enough information for somebody to help me, if not ask me for more. Thankful for any input, Chris

Mitsubishi has what is known as a stepper motor for the idle control . and they have lots of problems with them. LIFE'S SHORT GO FISH

Well as RT mentioned there are some problems with the IAC. The one thing I did notice in your post is that you said if it goes below 1500 is sputters & wants to die. You may want to check for a vacuum leak. Check around the intake manifold, those were also good about splitting gaskests and it's usually in a spot thats hard to get to. Get a can of carb clean and spray around in different spots and see if it has an effect on the idle.....If it does then you have a vacuum leak.
