Question on Serpentine Pulley

Let me start by saying I have no automotive experience. I recently changed a serpentine belt and found out one of my pulleys aren't moving. 99 Honda Accord 3.0 Vtec 6 cylinder 155.000 miles The pulley that isn't moving is not ribbed, so it touches the outside of the belt. When I try to move the pulley it turns only about a half a inch. Yes, I know for sure the belt is on correctly. My question is, what could be the possible problems? I'm thinking it might be a bad bearing. Also, is this something I could fix myself? Let me remind you I know nothing about cars. I don't even change my own oil. http://imageshack.us/.../serpintinebelt.png/

In your diagram that pulley is no doubt just there so belt can be routed and not rub. It should turn of course at the exact speed of the belt, T

It's called an idler pulley and they go bad all the time. Very easy to change. Just remove the center bolt and slide the pulley off. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

One more question... The bolt on the idler pulley is also my tensioner so if I try to remove it the whole thing just moves. How do I get it off?

OK, the plot thickens................. Do you have a frozen pulley or a frozen tensioner?................... big difference If you need to replace a tensioner, there are 3 bolts holding it on.
