Seat ibiza 1.6tdci rough idle/low power

Hi My Ibiza 1.6 tdi sportrider sportcoupe is not running well at all. when cold/idle the engine runs really rough and when you hit the accelerator in neutral the revs climb slightly, then hesitate/cough at 1000 ish rpm, then climb again. There is a strong diesel exhaust smell on start up and the car is also down on power as well as being very noisy. I have had a new EGR valve fitted at nearly £800 and was told this would sort it....but it hasn't! Has anybody come across this before or has any advice as I don't fancy another bill! Just to add the car runs slightly better when hot Any help would be appreciated Harry (edit out hyperlink - not allowed)

Harry - this car not sold to the US but not a real problem. Please don't just copy and paste from another site as their ads come with it - I removed them. First off, who diagnosed that an EGR valve was the trouble and would solve the issue? The same shop that charged in US$ about $1,200US bucks! Yikes - for that at least be correct! I'm not strong on diesels buy know that it's critical to have proper high compression and strong fuel delivery. Just a couple of many things to check and rule out or in before fixing things get it diagnosed. Running better when warm alone isn't conclusive for much except fuel burns better when warmed up and more completely, T
