2001 Honda Accord EX 4-cyl. Manual Trans ULEV VTECH

Hello, my OBD is giving my a CHECK Engine Light of 22. My service manual defines that as VTECH SYSTEM MALFUNCTION.
Last Wednesday I took it down to my mechanic who had just recently (2 weeks ago) replaced the piston rings as well as crankshaft bearings and some machine shop work. He scanned it with his system and it stated that it was the VTECH solenoid. He tested it electrically and it came out between 14 and 30 ohms (if I remember it was 18 or 20). During the test drive (after running 4,000 RPMs in 1st gear for 3 consecutive times (as instructed by the mechanic) the needle began to dance when you hit the 4k mark for the remaining 2 times. After which the OIL indicator began to flash in and out (fading in/out). He told me that the solenoid controls this. I left it over night and he said he cleaned out the filters and the insides and said that the solenoid was fine and did not need replacing.
The next day the Check engine light came back on. I checked it and got the same error code of 22. This morning (Monday) as I was pulling into work the OIL indicator faded in and out again. It never stays solid ON.
So what is it? Could it be caused by something he did while doing the overhaul 2 weeks ago? or could my VTECH control solenoid be bad? or something else?
My oil is full so the OIL indicator puzzles me. It is never low because I check it all the time since it used to leak and now it's been fixed. So I still monitor the oil levels very well.

I would also like to add another problem that may be related since it showed up at the same time as the Check Engine light did:
When the car is hot such as after being driven (like when I arrive 20 miles to work) if I turn it off then restart it the engine will "knock" once. The RPMs are fine and the engine is quiet. It is just that first initial "knock".
Is this related to my problem?
My buddy, who used to be a mechanic, told me that I need to keep the OIL FULL because VTECH engines rely heavily on oil and create their own pool of it or something.
It this true? I have kept the oil on full for 2 days now and still get the "knock".
