1994 mercury villager shoulder harness

My shoulder harness stopped working so I have just been putting it on manually. Today it started to make really loud buzzing noise. It would stop if I put pressure on the belt but start up again when the pressure was released. Is there a way I can fix the harness

Chances are you need to replace the safety belt assembly. If it's not functioning correctly when you get in the vehicle what are the chances it will work as designed in an accident? A small price to pay for your life.
