my right back tire locks up as if the hand brake won't disengage the left tire is fine i have tried pulling the hand brake several times quickly to see if i can get it loose. doesn't help. someone said spray it with wd-40 should i try that? any ideas on what i could do? recently my check engine light came on and i was hearing what i now know to be rocks trapped next to my cat converter, i got ther rocks out and cleaned the engine with degreaser and a guarden hose and the light went off should i still take it to get diagnosed?

The locked brake could be one of the brake cables not releasing at the wheel. That can be very difficult to get apart because there really isn't a way to release it to get the drum off. You may have to cut the cable close to the drum to get it apart. As far as the check engine light goes, I can't picture a situation where trapped rocks could set it off. It may be a good idea to check out the stored code but if it never comes on again, you probably don't still have a problem. PS, You need to edit your signature to remove the school name.
