1996 Mercury Power steering bad Sign In

I have a 1996 Mercury Grand Marquis, and the steering is hard to turn. There is NO fluid leaking. The plastic container is full. The belt is new, and not loose. There is no fluid around the power steering pump
There are no whining noises either.

Can a power steering pump be bad without leaking fluid. All the front end parts seem good, and I recently had front end alignment. Can it just be clogged hoses.

No, I wouldn't suspect hoses at all. There is nothing that could restrict it beyond a total catastrophic failure of the pump and at that point the pump would be the issue, not the hose. The pump or the related valving would be the highest suspects on the list. A warning though that if the pump did have a catastrophic failure the debris would contaminate the entire system and would have to be flushed thoroughly before installing a new pump.
