98 Astrovan very..... hard to start. Needs a shot of starting fluid to get going. Was wondering if an inline fuel pump could be put in instead of dropping the tank etc. Anyone ever heard of doing that?

Before jumping in and replacing the fuel pump you should rule out the circuits. It could be a relay or the computer.
I would not recommend installing an inline pump. For a few reasons. The stock fuel pump should have an output of around 40 psi, You may not find an inline pump that would supply that kind of pressure. It might cost more than the stock pump.
To install the inline pump you will have to cut and splice the steel fuel lines and run an ignition controlled power supply.
We're talking about compressed fuel here not air, all it would take is the line blowing off and spraying the exhaust and you'll be car shopping.
Who knows you may install the inline pump and find it won't pull the fuel through the dead intank pump.
Removing the tank to replace the pump is not as bad as it may look.
My opionion. I don't think it's a safe fix for a family vehicle. An offroad vehicle maybe.
