2000 Saturn S Series -- wont start

2000 Saturn S Series (not sure of the engine size) 108k milage Ive been having this problem for a while now. My car will start some days and others it wont. Sometimes it will start once and then I have to wait about 5-6 hours before it will start again or it will have no trouble starting multiple times in one sitting. Sometimes it will not start at all. It doesnt seem to be the battery because i have checked its power level and its full. A few times before jumping the car seemed to fix the problem for the moment, but recently when it would not start, I tried to jump it, but i got nothing when turning the key. When i do turn the key i get power (dash, radio, etc) but the starter doesnt turn over. When it does when it works, it sounds like the car winds up for a second and then my car is running. Today i had started it five times with no trouble and when i decided to take it to get diagnosed, it decided not to start... Any info or advice would be great. Thanks for reading!

The starter circuit will have to be traced systematically but this can only be done while the problem is present.
