when at a stop the vehicle pulls, as if it wnats to keep going, though brakes are on

Tells us some more about your car. If its an automatic, then your idle my be high.

the vehicle is an automatic, when at a stop, the veh. pulls as if it wants to keep travelling though the brakes are on. when we test drove the veh. it did not do this, actually you didn't even know the vehicle was running, it went in for the mech. new brakes rotors all filters changed, and when we got the veh. it started doing this.

What does the vehicle show as an idle speed? 500/1000/1500 rpms when in netrual and at stop. You may need to tune this down a bit.

rpms on the vehicle sit at 500 when at a stop, however, when it starts pulling they drop to 400, took the vehicle back to the dealer and he said it may need a new fuel filter, which was changed the day befor it started this, by a mech., or it could be a bad spark plug?

Does this car run and brakes feel normal when driving along? Your RPMs seem a tad low. Definately not high enough to overwhelm brakes! There may be more than one thing going on here. If engine runs smoothly a plug is not the cause of this,
