2004 Volvo XC90 T6 RADIATOR FAN HELP!

Hello, I have a 2004 Volvo XC90 T6 and my radiator fan is not turning on! I believe the fuse is blown and after looking in the engine bay fuse box, it says there is a radiator fan fuse but on the "underside" and the other fuses are on the "upperside". I have checked the fuse box by the steering wheel and in the back, nothing... Does anyone know what this means?? I have looked everywhere and have no answers. Thanks much!

I'm lost with your question? The box/cover for fuses says it's there and it isn't?? If unsure of which one test them all with a test light and ohm meter as some won't be empowered to light but would show continuity. Just generally, rad fan comes on when temp is sensed at a certain temp then triggers a relay to turn fan on. Be careful, but does fan spin by hand (engine totally off and keys out please and use a small stick) and if not it might be frozen up, T
