I have a 92 Topaz and am wondering where the solenoid that is involved with not allowing me not to get out of park is located? Also is it best to test it with a "12v test light" or a "digital voltmeter" and how exactly do I use these to test the solenoid? I have already checked the brake lights and they work fine.

That should be on the left hand side of the colum mount in with the key intelock assembly. I haven't seen too many of those go bad. You might want check all the fuses 1st with test light (#5..15a) & then verify power to the solenoid on crkt 298 (pink w/orange tracer)
