93Jimmy 4WD question

I have a 93 S15 Jimmy with 4WD issues. It is push button 4WD, vaccuum operated. When I press the 4WD button, nothing happens unless I put it into revearse. In revearse, when you push it, you can hear it clicking under the dash (TCCM in think??) on the passenger side. The light on the 4WD button will flash and either stay on, or go back off. Sometimes it will go into 4WD, but most of the time it won't. My wording might be a little off here, but I will try. I have checked the vaccuum hoses, and they aren't leaking. I check the actuator under the battery, and that seems fine. I changed the part on the transfer case where the vaccuum hoses connect, I can't remember what that part was called. I used to disconnect the battery for a while, and then the push button would work for a short time. I've been reading articles online about this problem. A lot of them say it could be the encoder motor, vaccuum leak, the part I changed on the transfer case, or the TCCM. But I came across a few that said that there is a ground wire for the 4WDthat goes through the neutral safety switch that sometimes has solved this problem. Does anybody know if their is a ground wire like that? Or do you have any other ideas????
