94 Toyota Camry - starting trouble

Hello all, So I'm adopting my Dad's/Mom's/Sister's and now my car. It's a 1994 Toyota Camry, and it has had its fair share of repairs and such, off the top of my head all the fluids are fine, the starter is new, the battery is new, and according to some relatives the car (should) run just fine. Today I installed a new battery into it, and when I went to start it absolutely nothing happened, besides the clock on the dashboard going off. Also the car starts ticking and all the lights inside of the car flash on and off rhythmically when the battery is connected. The car hasn't been driven in over a year, maybe two, and I've read this contributes to a lot of problems. I know this is a very open-ended question, as without further detail it could be a large number of things I assume. But before taking it to a shop to have it looked at, what should I check or is there anything I can try? All the fuses are there and everything. Thanks a lot!

nantronic; Not sure what you mean that the car starts 'ticking'. Do you mean that you hear a clicking noise when trying to start the engine? If so, that is indicative of low battery voltage. Could be a poor connection at the battery terminals, starter, or ground (earth, if you're down under). I don't have a clue as to what would cause the interior lights to flash on and off.
