97 Neon brake problem

Okay, here is my problem. I had this 97 Neon sitting in the garage for a year and I decided to finally get to work on it. I had a new water pump and timing belt put in. I changed the oil, put in a new battery and took it for a spin. The front was grinding, so I checked the brakes. For some reason, one side had pads worn down to the metal and the other looked perfect. I decided to put new pads on both sides, a new caliper and a new rotor on the bad side only. I thought my problems were solved. After a week, the brakes started grinding again. There was brake dust everywhere on the one side (passenger). The pads are again down to metal. What I believe is happening is that the brake pads are not returning to the original position when not in use. What could be causing this problem? Master Cylinder? They are disc brakes, so there is no return spring as there is in drum brakes. Please help!!!!!

Classic for a failure in the flex hose from body to caliper. The pressure goes in but can't get out. You can test this by having drive wheels in the air, car in neatral and hand spin the wheels. If one is sticky open the bleeder for just a second and if it frees up that really points to that as the problem. Make a habit of replacing parts on both sides when it comes to brakes. Thanks, man. I think that's what it is. I jacked the car up and spun the tires. After hitting the brake, the pass. tire would not budge after I let off the pedal. I am going out to get the hoses right away.
