I have a 97 cavalier that blows the fuse under the hood when i turn on the a/c. i jumped a wire to the compressor to run it and it seems to run that way. what could make the fuse keep blowing? any ideas?

The fuse blows because the circuit is being overloaded. That's what it was put there for. It can be caused by anything that's on that circuit. If you can rely on it blowing on cue, then try unplugging the compressor and see if that stops the fuse from blowing. The compressor clutch could be drawing too much. If it still blows, then it's something else in the circuit. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

that is the only item on that fuse under the hood. is it a bad compressor or just the clutch?

No, it's not the only possible cause. Anything in the circuit can be the cause of the fuse blowing like any of the wiring, the relay or any of the switches, assuming the A/c is the only thing on that circuit and we don't know that yet because there are 3 different fuses involved in the A/C. If you determine it to be the compressor, then you would replace the whole compressor. This clutch is a pressed together assembly and requires specialty tools to replace it and it could still have internal problems ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

Disconnected compressor, started up. No fuses blew and relay checks good!

Sounds like you need a new compressor then.
