98 3.8L Mustang won't start HELP !!!!!!!!!

Brand new starter and solenoid. New starter relay switch. The one under the hood the manual said is the one. Being standard, It will push start and run fine. So guessing not the factory theft system. Turning the key the head lights do NOT dim. Starter not drawing a charge. Is there another fuseable link between the starter and the ignition somewhere? Please advise! You'll have to try jumping out the clutch switch to see if that is bad first.
