99 Ford Taurus No Heat

Hey Folks, I've reviewed the threads about the problems with 99 Ford Taurus models and no heat. Mine does not overheat and the coolant looks clean, the motor runs at normal temp without overheating. AC works great and I did replace the blend door actuator and actually took the little gear out of the old actuator and am able to switch to heat manually, the only problem here is that I have to have the fan turned up to keep air flowing to the blend door or it will close and let cold air in, with the fan on med speed it keeps the door open and I get hot air. I replaced the actuator but notice that when I set the temperature that the new actuator does not move. I'm stuck at this for now since I'm not sure what else to look for. My car has the electronic temperature setting so you can set a temperature and it's supposed to mix the air to keep that temp. Any suggestions of what else to look at much appreciated. It's getting old to look at my radio hanging from the dash and my glove box in the back seat until I get this resolved.

Those blend doors have been known to break the end of the shaft where the actuator engages
