99 Intrepid won't start

Hey guys, so Tuesday morning I got up and moved my car(it had just snowed and I was shoveling.) It started up fine.
Wednesday afternoon I go to start it and I get nothing. I've uploaded a video to show the sound it's making. Tried jumping it with no success. Charged the battery. Replaced the spark plugs.
Other info: It's a 2.7L DOHC

I'd greatly appreciate any help and feedback. The car is.. well.. a pile.. so if it's a very expensive/intricate fix then it's really not worth it.

here's where you start courtesy of our fellow moderator HammerTime
All "crank, no start" conditions are approached in the same way. Every engine requires certain functions to be able to run. Some of these functions rely on specific components to work and some components are part of more than one function so it is important to see the whole picture to be able to conclude anything about what may have failed. Also, these functions can ONLY be tested during the failure. Any other time and they will simply test good because the problem isn't present at the moment.
If you approach this in any other way, you are merely guessing and that only serves to replace unnecessary parts and wastes money.
Every engine requires spark, fuel and compression to run. That's what we have to look for.
These are the basics that need to be tested and will give us the info required to isolate a cause.
1) Test for spark at the plug end of the wire using a spark tester. If none found, check for power supply on the + terminal of the coil with the key on.
2) Test for injector pulse using a small bulb called a noid light. If none found, check for power supply at one side of the injector with the key on.
3) Use a fuel pressure gauge to test for correct fuel pressure, also noticing if the pressure holds when key is shut off.
4) If all of these things check good, then you would need to do a complete compression test.
Once you have determined which of these functions has dropped out,
you will know which system is having the problem.

That's what it sounded like to me too but this is a chain motor.

I have a relatively low knowledge level when it comes to repairing cars.
Here's where I'm coming from with this situation though guys. I've had the car 2 years and for all of those years it's burned and leaked oil, to the point that I had to add oil every few weeks or so. I originally spent $1500 on the car.
Would it really be worth investing the time and money to fix it? A local scrap/auto parts place will pay approx $400 for the car.
I'm really torn, if it's a relatively cheap fix that could get me a few more months or even another year with the car it'd be a shame to just abandon it. Like I said though I just do not have the expertise level to fix something complicated.

I've heard that the timing chains can skip on the sprockets with those Chrysler V6s. So the bad valve timing causing low compression could still be a possibility. (note: I'm not a mechanic, but I grew up around engines). But it burns oil and smokes. I agree with the rest of them, cut your losses and junk it.

You really can't answer the question on whether is worth it to fix it until you know what is wrong with it....
Given the stats on the car, if it involves major engine repair, then no, it's probably not worth it........If the problem is a $1 fuse, then it might be worth it....
If you can't trace it down yourself then it gets a bit tougher......You are probably looking at a minimum of between $50 & $100 just to find out what is wrong with.....
That's a choice you have to make

I think I've made the decision to go ahead and get rid of it.
As someone who likes to fix things, it's always frustrating when something is way over your head.
I did try testing the spark plugs today. I took one out and grounded it, had someone turn the ignition and it was sparking but the intervals between sparks were easily 1+ seconds. I've seen videos that show plugs sparking much faster. I also looked at all the fuses closely, all checked out. Examined all the wires(kinda like looking at a Human brain lol) and they seemed in good shape.
The only thing is, when I set the plug on the frame of the car, it may have no been fully ground because of paint, which could of been the reason behind the slow spark. The plug was also wet with gasoline when I took it out.
If there was an issue with the engine that results in the leak/burning oil, could it have been made worse when I started it(20 degree weather) the day before? That would cause a lack of compression wouldn't it?

Well...it's possible you washed the cyl walls down with gas.....That would kill the compression....
I've seen cars before when the plugs get so bad that they get fuel fouled & won't start and the engine gets cranked to the point that the cyl walls get washed down...
If you want to gamble.....go get a set of cheap plugs.....Pull the old ones, throw a couple shots of oil in the cyls, crank it with the plugs out.....install the new plugs & hook up the wires, put 2 or 3 shots of starting fluid down the throttle body, cross your fingers & give it a crank....
You may also want to pull the dipstick & see if the oil smells like fuel

Have you looked to see if you find if and where the compression is leaking to? The easy ones are the crankcase(pull the dip stick and see if you can feel air coming out while cranking, normal is very little). and radiator, just watch for bubbles while cranking(may have to patient for the bubbles to work their way to the rad cap). If either shows a leak, it could indicate a head gasket(they can do wierd things when they go).
