Alternator Belt Clio

Hi my wife came home engine not charging I found that the alternater belt was off, have got the belt but when I went to fit it found a small pully just below the alternater pully with a long bolt comming from the top. Could anyone please tell me does the belt go over or under this small pully. Car is Renault Clio auto RXE 1999.
