The pic is hard to tell exactly where the hose is but the outer housing on a brk hose cracking isn't uncommon at all. I would need to see the hose in my own hand to be sure...

Now if there was something going on in your life could definitely change things......

That hose is junk and needs to go. It looks like you're one hard stop away from brake failure.

1) Can the line rupture when I started the vehicle this morning causing it to leak the fluid like it did.
2) Would normal wear rupture the line so perfectly straight?

The Mechanic said all the other hoses were fine. He said my rear brakes were worn and that's the only other thing.

Rubber hoses can deteriorate at different rates under different conditions. However all rubber on a car will be in virtually the same condition so to have one hose fall apart that severely and no others even show any signs of deterioration would be highly suspect. That hose can be examined more closely and they should be able to determine if it was intentional. If you haven't reported it to the police yet, I would certainly do that ASAP. Let them figure out if anything illegal went on.
