Break Pedal wont budge on expressway

I've been having trouble with my breaks on my 95 chevy s-10 6 cyl automatic. When i drive on the highway is the only time it happens but when i go to break to get off on a ramp the breaks wont apply i have to continue to apply the pressure then at one point they will suddenly apply. Needless to say i dont drive on the highway if i can avoid it but wanna know what i need to do to fix the problem.

This is probably a problem with the power assist booster, the hose or check valve on it. Check with vehicle off and see if the brakes are hard with the first push -- they would be after a couple, but if no residual assist there's a leak, T
