Catalytic converter gasket

I have a loud 1996 Mercury Grand Marquis. I eliminated the Catalytic converter on passenger side, but the connection is very loose where the front meets the manifold. Do I cut 2 bolts, and replace gasket, and 2 new bolts for repair . Do I need to remove tire, and is it easy to get at?

Eliminating converters is illegal.
