Electric window problem

1999 Camry CE. 2.4 cc. 155,000 miles. The passenger window will go down, but there is an odd delay in going up. Generally, you have to wait 3-5 minutes after going down, and then it will only go up an inch or two; if you try again immediately, it won't go up any. Then another 5 minutes or so and it will go up another inch or 2. If you start out waiting several minutes and grip the window with the up button engaged, you can pull it up all the way or almost all of the way. So, generally, it takes 15-25 minutes of several tries to get it back up all the way. It works the same using either the driver's control button or the passenger control button. Haven't done anything except spray the channels with silicone and down at the gears with lithuim(I had the panel nearly off to do that; couldn't get it off entirely as the repair manual left out the part about removing the molding around the interior door handle which I found out from a Utube video; thought I would inquire here before doing any more work.)
